Challenge #1: Line 7b -- No SSN or ITIN
Non-US residents face 3 unique challenges when filling out Form SS-4. The first and most significant is line 7b, which asks for the responsible party's SSN, ITIN, or EIN. If you do not have any of these numbers, you cannot use the IRS online application at all. When filing by fax, you can leave this field blank or write "Foreign" or "N/A" and the IRS will still process your application. This is the single most important thing non-residents need to know about Form SS-4.
Challenge #2: Formatting a Foreign Address
The second challenge is the address fields. The IRS accepts foreign addresses, but the form was designed with US address formatting in mind. When entering a foreign address, put your street address on line 4a and your city, province/state, postal code, and country on line 4b. Do not try to force your address into the US state and ZIP code format. Write it naturally and include your country name. The IRS processes thousands of international applications and is accustomed to foreign address formats.

Third, pay close attention to line 8a (entity type). If you formed a US LLC, select "LLC" even if you plan to elect S-Corp tax treatment later.
